Diane Costello, a resident of Lincolnia Hills/Heywood Glen, has been trying to find answers to an important question:

Who was behind the decision to authorize the Department of Defense to purchase land at Mark Center for the new Washington Headquarters Services complex that is scheduled to open in one year?

At issue, according to Ms. Costello, is the fact that the Base Realignment and Closure legislation of 2005 called for the relocation of defense personnel from offices in and around the Pentagon to Fort Belvoir. Later legislation (the National Defense Authorization Act for Fiscal Year 2008) allowed the DoD to consider relocating some personnel to non-Belvoir locations, but critical questions have never been answered, including:

  • Why was the solicitation for a non-Belvoir site for the Washington Headquarters Services posted before the National Defense Authorization Act for Fiscal Year 2008 became law?
  • Even if it became legal for the DoD to consider building on land outside of Fort Belvoir, why was Mark Center—a site clearly lacking in transportation infrastructure and, at $6.5 million per acre, quite expensive—selected for the Washington Headquarters Services complex?

Ms. Costello has posed these questions and others to a number of officials, including Congressman Jim Moran, Senators Mark Warner and Jim Webb, and managers at the Government Accountability Office. She has yet to receive a response.

We are posting her letters here in the hope that perhaps other residents of Alexandria’s west end will also contact their elected representatives and other relevant officials for answers. These questions would also be appropriate queries for Congressman Moran’s town hall meeting to discuss BRAC-133/Mark Center, which is scheduled for this Thursday, September 16.

    • Setting aside the City of Alexandria’s elected officials, what role other politicians played becomes a bit murky. My earlier correspondence to Congressman Moran, Senators Webb and Warner as well as the GAO and various Congressional Committees is posted to this site. I have pursued several issues with Congressman Moran in subsequent email and am awaiting a reply. As I responded to a prior comment, I am also waiting for responses to my questions to DoD officials concerning the Duke Realty deal.

    • The two people quoted in the article, Keith Eastin (ASA I&E) and James Turkel (ACE) were involved in the process but what individual had the ultimate decision is unclear to me (not necessarily either of them). Keith Eastin left his position in 2009 to join the Louis Berger Group, a consulting firm. Mr. Turkel is a member of the BRAC Advisory Group which holds monthly meetings open to the public. I asked the 3 high ranking DoD people at the Moran town hall meeting on the 16th (see blog post) very specific questions concerning the Duke Realty deal. They could not answer them and said a response would be forthcoming. I have contacted them and requested those responses. I am still waiting.

Mr. Buch and Ms. Costello have clarified that this is not just a local Alexandria accountability issue. I am a resident of an immediately-adjacent Fairfax County neighborhood, and a former 18-year Alexandria resident. Of all the safety nets in place at numerous levels of government, how did these holes line up so neatly? Will the media be alerted to Congressman Moran’s Town Hall meeting on September 16?

  5. Indeed, Ms. Costello, there are many unanswered questions in this whole affair. In addition to those you and Don Buch have raised, here’s another: Why was DOD’s “requirement” that sites to be considered have ready access to a Metro station, which would have have precluded Mark Center from consideration, dropped from the original request for bids? Who made that decision? And what influenced him?
    The entire affair screams for a full GAO investigation. Meanwhile, the building is there, and we are stuck with it. I’m looking forward to Thursday’s meeting with Jim Moran. It has the potential to be pretty exciting.
